Government programs normally have an objective, a goal. There are funded programs to educate children, help the elderly, provide housing for the poor, build bridges and highways, etc. These programs normally have recognized, specific goals and are funded commensurate with the goals.
The government also has programs to provide security. Currently “homeland security” is a program to secure the ports and borders of the country, and there is also a program, costing hundreds of billions of dollars, as much as all other countries on the planet spend combined, to provide what are called conventional military forces.
The question is, do these very expensive military programs have an objective, a goal?

Problems of the west’s extreme casualty aversion, Afghanistan and Gaza
The extreme aversion of the US and Israeli armies to own-soldier casualties has huge and often unintended consequences in the realms of both strategic effectiveness and ethics. This is now being amply demonstrated with regard both to Israel’s practices in Gaza (and the West Bank), and US military’s practices in Afghanistan and Pakistan.
Joshua Foust of the generally excellent Registan blog has a ‘guest writer’ gig on the Reuters Pakistan blog, summing up the most important things he learned during his just-completed ten-week military embed with the US forces in Afghanistan.
His main point, well illustrated in the Reuters post, is that the culture of extreme casualty aversion that’s dominant in the US military hobbles it from waging effective “counter-insurgency” in Afghanistan.
Writing that, “It is a cliché that, in counterinsurgency, one must be among ‘the people’,” Foust then shows some of the many ways in which the own-soldier casualty aversion of the US forces in Afghanistan means that that is not happening:
- A rural insurgency is a devil’s game. It is difficult for a foreign counterinsurgent force to concentrate itself to maximize effectiveness, in part because the insurgency itself is not concentrated. When there are no obvious population clusters, there are no obvious choices for bases. Bagram Air Base, the country’s largest military base, is in the middle of nowhere, comparatively speaking – dozens of miles north of Kabul, and a 45-minute drive from Charikar, the nearest city in Parwan Province. FOB Salerno, a large base in Khost Province, is miles away from Khost City, the province’s capital-and the road in between is riddled with IEDs.
The many smaller bases strung in between are surrounded by enormous Hesco barriers, concertina wire, and guard towers. No one is allowed on the base without being badged and interviewed by base security, and in many places delivery trucks are forced to wait in the open for 24 hours before completing their trips to the dining halls, clinics, or technology offices.
There are other ways in which Coalition Forces are separated from the people of Afghanistan beyond their heavily fortified bases. Most transit – on patrol, on delivery runs, or on humanitarian missions – is performed through Mine Resistance Ambush Protection, or MRAP vehicles. These enormous trucks, thickly plated with metal blast shields on the bottom with tiny blue-tinted ballistic glass, make it near-impossible to even see the surrounding countryside from another other than the front seat.
On the narrow mountain roads that sometimes collapse under the mutli-ton trucks, soldiers drive, too, in up-armored Humvees, which are similarly coated in thick plates of armor and heavy glass windows they aren’t allowed to open.
When soldiers emerge from their imposing vehicles, they are covered from head to groin in various forms of shielding: thick ceramic plates on the torso, the ubiquitous Kevlar helmets, tinted ballistic eye glasses, neck and nape guards, heavy shrapnel-resistant flaps of fabric about the shoulders and groin, and fire-resistant uniforms. A common sentiment among Afghans who see these men and women wandering in their midst is that they look like aliens, or, if they know of them, robots.
There is no doubt that MRAPs, up-armored Humvees, and the seventy pounds or so of bullet and blast shielding has saved the lives of countless soldiers. But counterinsurgency is counterintuitive: in the relentless quest to ensure a casualty-free war, it seems the West has begun to engineer its own defeat.
By separating itself so completely from the population it claims to be trying to win-even at Bagram, where there is almost no combat, ever, it is almost impossible for a soldier or civilian to walk outside the gates to purchase something in the nearby bazaar-there remain precious few opportunities to do the gritty work of actually trying to “win hearts and minds”.
The end result is stark: in a war that is desperately short of the troops needed to provide security to increasingly less remote communities, 93% of the soldiers stationed at the Coalition’s primary base never walk outside the gates. Instead of a focus on separating the insurgents from the population – another clichéd pillar of counterinsurgency – the focus seems instead to be simply killing as many of the enemy as can be identified.
I would just amend what he writes in one way, what “the west” is trying to fight in Afghanistan is not entirely a “casualty-free war”, but rather one in which the casualties among its own soldiers are reduced as far as possible toward zero. Casualties among the identified “enemy” may indeed, as he writes, tend to get maximized. But intense aversion to own-soldier casualties also– in both Afghanistan and Gaza– leads to far greater casualties than would otherwise be the case among the civilian population.
In Gaza, as many testimonies from the IDF soldiers themselves have now made clear, the general ROEs were that own-soldier casualties should be avoided even if that meant opening fire on Palestinian civilians. That, despite the fact that even the IDF’s own code of ethical conduct reminds soldiers that a soldier has a duty under international law to avoid civilian casualties even at the cost of some additional risk to his own troops.
In Gaza, many of the killings of civilians were fairly up-close affairs, but others were inflicted from drones or from aircraft flying at very high altitude– just like the way the US forces operate in Afghanistan (and Pakistan.)
This does not, as Foust notes, help win “hearts and minds” in a counter-insurgency context in Afghanistan.
And nor did it succeed, in Gaza, in inflicting a paralyzing dose of “shock and awe” to the Gazan population, where that seemed to be more of the intention than any form of, um, winning “hearts and minds.”
In today’s Haaretz, Amos Harel writes that before the latest Gaza war:
- The General Staff expected that Israelis would have trouble accepting heavy Israel Defense Forces losses.
The army chose to overcome this problem with an aggressive plan that included overwhelming firepower. The forces, it was decided, would advance into the urban areas behind a “rolling curtain” of aerial and artillery fire, backed up by intelligence from unmanned aircraft and the Shin Bet. The lives of our soldiers take precedence, the commanders were told in briefings. Before the operation, [GOC Southern Command Yoav] Galant and Chief of Staff Gabi Ashkenazi painted a bleak picture for the cabinet ministers. “Unlike in Lebanon, the civilians in Gaza won’t have many places to escape to,” Ashkenazi warned. “When an armored force enters the city, shells will fly, because we’ll have to protect our people.”
A large part of the operation was conducted by remote control. “The Palestinians are completely transparent to us,” says A., a reservist whose brigade was posted in the Gaza Strip. “The Shin Bet has people everywhere. We observe the whole area from the air and usually the Shin Bet coordinator can also tell you who lives in what house.” The Shin Bet defines the enemy and, for the most part, someone who belongs to Hamas’ civilian welfare organizations (the da’awa) is treated the same way as a member of its military wing, the Iz al-Din al-Qassam.
Essentially, a person only needs to be in a “problematic” location, in circumstances that can broadly be seen as suspicious, for him to be “incriminated” and in effect sentenced to death. Often, there is no need for him to be identified as carrying a weapon. Three people in the home of a known Hamas operative, someone out on a roof at 2 A.M. about a kilometer away from an Israeli post, a person walking down the wrong street before dawn – all are legitimate targets for attack.
“It feels like hunting season has begun,” says A. “Sometimes it reminds me of a Play Station [computer] game. You hear cheers in the war room after you see on the screens that the missile hit a target, as if it were a soccer game.”
…There is a discrepancy between the official military response, of denial and horrified disapproval, the testimonies of the Rabin pre-military preparatory course graduates, and the response to those reports by key officers, unwilling to be identified.
“What did you think would happen?” a senior officer wondered this week. “We sent 10,000 troops into Gaza, more than 200 tanks and armored personnel carriers, 100 bulldozers. What were 100 bulldozers going to do there?”
The IDF estimates that approximately 2,000 houses were destroyed in the fighting. The Palestinians say the figure is twice that. IDF officers, who were not surprised by the testimonies, recalled that during the Al-Aqsa Intifada, military courts convicted soldiers for killing civilians, including the British peace activist Tom Hurndall, who was killed in Gaza in 2003.
Harel also reminds us that it was not until the Second Intifada, which started in 2000, that the IDF judge advocate general “annulled the practice of opening an investigation into every killed Palestinian.”
Wow, that would be how many investigations they would have to launch into what went on in Gaza?
What Harel writes about the IDF’s targeting doctrine indicates very clearly indeed that the IDF was not trying to make the distinction, deemed essential under international humanitarian law, between combatant (legal) and noncombatant (illegal) targets.
I don’t have time to write more about this important topic now. I’ll just note that the lethal and destructive consequences of the decision that both the IDF and apparently also the US military have made, to work to avoid own-soldier casualties even where this can clearly be expected to increase the casualties inflicted on noncombatants are first and foremost quite tragic for the civilian residents of the war-zone.
Making this decision to value the lives of one’s own soldiers above that of civilian residents of the war-zone is racist and, quite simply, illegal under international humanitarian law.
Also, at the end of the day these decisions are strategically either ineffective in these kinds of wars or even actively counter-productive.
All of Foust’s post there on the Reuters blog bears close reading. He points out that the extreme own-soldier casualty aversion of the US troops in Afghanistan has resulted in huge areas of the country simply being ceded to the effective control of insurgent forces.
He concludes with these wise words:
- It is that mentality – severe risk aversion, coupled with attention paid to process rather than outcome – that risks ultimately undoing the Western mission in Afghanistan. As an institution, the U.S. Army seems unwilling to make the difficult choices necessary to create the conditions for peace: a population that is adequately protected from the crime, drug, and war lords, and therefore no longer contributing to the desperate regional instability.
It is also a mentality that can be challenged in small doses from below, but demands concerted action from above. Command at the highest levels is vital in changing course, and admitting that war is actually a terrible and ghastly thing that requires your own people dying to win. It is a choice not many at the top seem willing to consider.
I should note that I disagree strongly with Foust in his assessment that for the US “winning” in Afghanistan is even possible. But he is a realist; and he’s right to note that the idea that the US can ever “win” in Afghanistan without taking very many casualties among its own soldiers is quite wrongheaded.
He’s equally right to remind everyone that “war is actually a terrible and ghastly thing.”
Because of that, international customary law lays upon every international actor that has a deep conflict with another party a very strong responsibility to find non-military ways to resolve that conflict.
Do such non-military ways exist in the case of Israel, with the Palestinians, or the US, in Afghanistan?
Of course they do.
Magnanimous in Defeat
It’s a beautiful place to sit, on a bench overlooking Tarakena Bay on the southeast corner of New Zealand’s North Island. One can watch the ferry boats traversing Cook Strait which separates the North and South Islands, and in the foreground are rocky crags with nesting gulls.
Just to divert a moment from the main subject, we observe a nesting gull (White, yellow beak with a red spot, gray wings) shift position as a juvenile gull (all brown) settles in on the nest. The juvenile stretches its neck up and down a couple of times, then bows down low, obviously to disgorge some food to unseen chicks in the nest. I didn’t know that juveniles did that! But we check the bird book. Adult gulls are similar in appearance but the juveniles are brown.
What a grand thing we’ve seen. A bird of one generation giving up food for members of its own generation. The mind wanders. In the US the government is running up a huge debt with ever-increasing gigantic deficits to finance corporate welfare and needless wars, when those funds could be used to house and feed the needy. What we could learn from gulls!
Anyhow, I told you that to tell you this. If you were fortunate enough to be sitting on that bench, and you looked up and over your left shoulder, you would see perched on a bluff a large concrete structure called “Ataturk Memorial.”
Climate of Change?

Obama Budget to Boost Military Spending $20.4B
President Barack Obama wants to increase spending on the U.S. military by $20.4 billion in 2010. . .
The president unveiled a federal budget for 2010 that would increase defense spending to $533.7 billion. This year the military is receiving $513.3. The difference is a 4 percent increase, the White House said Feb. 26.
The $533.7 billion does not include money for fighting the wars in Iraq and Afghanistan, or about $20 billion that is to be spent on nuclear weapons and other military items outside the Defense Department.
Obama wants $130 billion for the wars – down from $144 billion being spent this year.
The three elements combined – the “base” budget, war funding and nuclear weapons – would push 2010 spending to about $683.7 billion. Spending for 2009 is about $681 billion.
Discipline — What Good Is It?
Pat Lang has pointed out that “the IDF/IOF does not routinely have any professional cadre of well-trained sergeants capable of enforcing discipline.” This factor has allegedly contributed to Israeli soldiers acting badly.
The inference is that such behavior would never occur in well-trained armies.

One Virtuous Man
Tomorrow is Martin Luther King, Jr. Day.
In the late 1960’s a fellow officer of mine, an African-American, call him Captain Em, was quite upset that Dr. King had come out against the Vietnam War. King, Captain Em stated to me, was fully justified in seeking better civil rights but he had no business commenting upon the foreign policy of the United States, particularly the righteous campaign in Vietnam (which was to result in the deaths of 58,000 US troops, average age of 19, and millions of Vietnamese). I disagreed with Captain Em, but at the time I wasn’t sure why. Now I know better.
What are the responsibilities of citizenship, after all?
Henry David Thoreau, at a time when the US was invading Mexico, wrote about the functions of good citizenship in his essay on Civil Disobedience.

Thoreau had warned him:

Dr. King delivered his little-known speech “Beyond Vietnam: A Time to Break Silence” on April 4, 1967, at a meeting of Clergy and Laity Concerned at Riverside Church in New York City.
Tewks: “Let the Children Dance”
I recently highlighted Gina Bennett’s National Security Mom, with it’s marvelous drawing from the “lessons we teach our children” to understand national security.
I’ve been wondering then what lessons Israel has been purporting to teach to the children of Gaza. Is this the message of the iron fist, that if you dare to mess with Israel, you will be pounded, mercilessly, until you submit? That seems to be logic of Tom Friedman’s latest column, wherein he invokes the “success” of Israel’s pounding of Lebanon in 2006 to explain Israel’s Gaza “strategy:”
“Israel basically said that when dealing with a nonstate actor, Hezbollah, nested among civilians, the only long-term source of deterrence was to exact enough pain on the civilians — the families and employers of the militants — to restrain Hezbollah in the future….That was the education of Hezbollah.”
In Gaza, Friedman can’t quite tell “if Israel is trying to eradicate Hamas or trying to “educate” Hamas, by inflicting a heavy death toll on Hamas militants and heavy pain on the Gaza population.”
Friedman favors “educating” those civilians who would vote for Hamas. He prefers that Israel not “obliterate” them. How magnanimous.
We’re now past 1,000 Gazans dead, including over 300 children. With Gazans now properly “educated,” Friedman deems the time for “diplomacy” with them is at hand
But what lessons have the surviving children learned? Are they now more likely to submit to Israel’s will or turn in despair to very violent means?

Somalia and an international community in disarray (again)
So here we are, sixteen years on, and we once again have a major crisis of governance, civil chaos, and human suffering in Somalia; an international “community” that’s completely incapable of responding effectively; and a presidential transition here in Washington DC that complicates matters even further.
Maybe Somalia and its woes should stand– alongside Iraq, Kosovo, Afghanistan, and various other deeply troubled US projects– as a tragic monument to the mistakes Washington made during the years it wielded unrivaled power in the international system.
Somalia can also stand alongside those other projects as testimony to the failure of the US’s reliance on military means to address what are all, at heart, deeply political problems.
So here we are, sixteen years on.
Time for some lesson-learning, perhaps?
… This time around, we have the rapid unraveling of the US-backed political system in Somalia that was put in place by the bayonets of the Ethiopian army units that invaded the country almost exactly two years ago, at the behest of (and with much support from) Washington.
I’d love to know more about the decisionmaking of the Ethiopian regime, which recently announced it would be ending its (US-backed) occupation of Somalia. That occupation did win some backing from the African Union, which also deployed some token forces alongside the Ethiopians. It’s not certain if, as the Ethiopians withdraw, the AU forces will remain there. That seems doubtful… Meanwhile, the Islamic Courts Union, which had extended some valuable forms of unified control over much of the country prior to the Ethiopian invasion but were dispersed and brutally repressed by the Ethiopians, have been largely replaced by a younger generation of Islamist “shabab” (young men) who seem to be more hardline than the ICU.
The chief Ethiopian/US proxy in Somalia has been “President” Abullahi Yusuf, installed after the Ethiopian invasion. He and his backers have always been adamant, until now, that they would not negotiate in any way at all with the Somali Islamists. But the Prime Minister, Nur Hassan Hussein, has been more inclined to negotiate with the Islamists and other opposition forces. He and parliament opened impeachment proceedings against Yusuf yesterday.
Yusuf’s base of support has also been considerably weakened by two other developments: Big neighbor Kenya yesterday withdrew its support, calling him an “obstacle to peace.” And big demonstrations were reported in favor of PM Nur in Mogadishu and neighboring areas.
So it definitely looks as if Yusuf’s days are numbered. I hope Nur Hassan Hussein has the political smarts that will be needed to negotiate an internal political settlement in the country, because it seems there is absolutely no outside force capable of doing so.
On Tuesday, Condi Rice asked UN Sec-Gen Ban Ki-Moon to send UN peacekeepers to Somalia. Ban responded (not unreasonably) that (1) there was no peace to keep, and (2) none of the 50 countries he had asked, had agreed to commit any troops to this. So he looks incapable of pulling Pres. Bush’s chestnuts out of the Somali fire on this occasion.
Meanwhile, the main way the chaos in Somalia has been impinging on the international community in recent weeks has been through the spreading of the lawlessness on the country’s land into– and sometimes far beyond– its coastal waters.
International cruise ships filled with fun-loving Australians have been threatened! Supertankers carrying Saudi crude to the gas-guzzlers of North America have been threatened!
Notice that those incidents of piracy– few of which have been fatal to the people on the targeted ships– have received a whole lot more attention in the western media than the continuing, mega-lethal agonies of the people of Somalia.
The Somali “pirates” say they started their actions against international shipping after they became fed up with international vessels using their country’s waters to engage in illegal fishing and illegal trash-dumping. Quite possibly so… since of course, Somalia has no governmental coastal protection force capable of policing its long and fish-rich coastline.
On Tuesday, the UN Security Council did finally get around to doing something regarding Somalia. It passed Resolution 1851, which authorizes nations to use force to engage in,
- (Article 2)… seizure and disposition of boats, vessels, arms and other related equipment used in the commission of piracy and armed robbery at sea off the coast of Somalia, or for which there are reasonable grounds for suspecting such use…
Once these “suspicious” boats and vessels have been seized, the resolution apparently allows the seizers, or other countries with which they have agreements, to hold and try the accused pirates, “provided that the advance consent of the [Somali Transitional federal Government] is obtained for the exercise of third state jurisdiction by shipriders in Somali territorial waters… ”
It all sounds like an organizational and jurisdictional nightmare. Not helped when the US State Department declared yesterday, that it considers that resolution 1851
- “authorizes states cooperating with the Somali Transitional Federal Government to extend counter-piracy efforts to include potential operations in Somali territorial land and air space, to suppress acts of piracy and armed robbery at sea.”
So can we now expect to see US airpower being deployed against Islamists or others in Somalia, under the (in practice, hard-to-investigate) pretext that these targets are somehow connected with “piracy”?
The next few weeks will be important ones for the people of Somalia. And for the international “system” as a whole. The power projection capabilities of the US military are still hopelessly over-stretched, so it seems unlikely that the Pentagon’s planners will have the stomach for any particularly sustained campaign of attack against Somalia, under any pretext. Ships from numerous national navies are meanwhile steaming toward the Gulf of Aden and the Somali coast, to contribute to the anti-piracy efforts. The contributing navies include various European navies, the Indian navy, the Russian navy and probably also– playing for the first time ever a potentially combat-ready role in these waters– China’s navy.
Xinahua reported yesterday that,
- Chinese Vice Foreign Minister He Yafei confirmed that the government is “seriously considering sending naval ships” to the waters in the near future when speaking at a ministerial meeting of the UN Security Council on Somali piracy in New York on Tuesday.
Also on Tuesday, btw, a Chinese shipping boat that came under threat from the Somali pirates was rescued by members of other unidentified navies in the Gulf of Aden. That was, I think the fifth or sixth Chinese boat to have been targeted there.
A Chinese anti-pirate naval deployment to the East African coast will be the first deployment of a combat-ready force to the continent since the truly massive armadas the Chinese Muslim admiral Zheng He took to Africa in the 1420s. As I said, interesting times we’re living in.
Bush’s militarism gets the shoe
Pres. Bush’s present tour to Iraq and Afghanistan was probably designed to be a “legacy-establishing” trip, or perhaps even– in the imagination of some of his advisers?– a victory lap. But yesterday’s incident, in which an Iraqi journo threw his shoes at Bush while yelling strong criticisms of him, seems an appropriate “footnote” to the arrogant militarism that dominated most of Bush’s time in office.
Because let’s be quite clear: That reliance on militarism has not worked. Early on, it registered some, very partial, “achievements”– the overthrow of the Taliban, the scattering of the bases Al-Qarda once had in Afghanistan, the overthrow of Saddam Hussein. But the reliance on militarism failed to bring about the stabilization of the two countries invaded and their consolidation as strong and reliable US allies, a la post-1945 Germany or Japan. Instead, in both cases the overthrow of the old order through the use of force led to the unleashing of powerful new (or in Afghanistan, revived) anti-American movements, as well as a de-facto “legitimatization” of the use of force by those movements given that the US occupation forces were still dealing overwhelmingly with both countries through the use of brute military force rather than negotiation.
Meanwhile, Bush’s reliance on militarism in those countries– and elsewhere– has resulted in the deaths of thousands of Americans between service-members and private “contractors”; the maiming of tens of thousands more Americans; the sowing of chaos and civil war in both countries that has claimed many scores of thousands of their citizens’ lives, and the serious blighting of the lives of millions more; the imposition of budgetary burdens on the US economy that will take a generation or more to pay off; the torpedoing of the US “brand” and US credibility around the world; and a considerable increase in the power and influence of Iran in the Middle East and Central Asia.
Some months ago President Bush– ably advised, I believe, by Secdef Bob Gates– came to the realization that the goal of maintaining a dominant US military presence in the country in perpetuity was no longer realizeable. Hence, the administration’s final acceptance last month that it would have to sign a agreement with Iraq whose terms explicitly mandate a complete US withdrawal from the country by the end of 2011. (The US commander in Iraq, the ever-bellgerent Ray Odierno, recently claimed the US could change the terms of the agreement unilaterally and keep forces in Iraqi cities after the June deadline from their removal. But certainly the text of the treaty makes no provision for that.)
Maybe Bush hoped that when he went to Iraq yesterday, he would receive at least some recognition for the “graciousness” of the concession he’d made to the Iraqi negotiators? A different form of “Mission Accomplished”, perhaps?
Well, it’s possible he did receive some kind words from Nuri al-Maliki, the man who was installed as PM there primarily by the US occupation authorities but who then turned round and negotiated very toughly with the Americans this year. But few people will ever remember what Maliki said to Bush on this occasion. All that most people inside and outside Iraq will remember is the pair of shoes thrown at him– on video– at the press conference.
The guy who did that got wrestled to the ground by Maliki’s security men and was taken away to an uncertain fate. Maliki had lost considerable face by demonstrating that he couldn’t even control the cadre of heavily screened journos who are allowed into his press conferences. But McClatchy correspondent Laith makes clear that the anti-Bush sentiments run very extensively throughout the Iraqi press corps. Though Laith said he disagreed with the particular means of “self-expression” the shoe-thrower had used, he also said,
- I can’t blame the journalist for hating the U.S. president because I agree with all the Iraqis (not [the] politicians of course) that Bush’s policy destroyed our country.
But despite the bows they have made to raw, pragmatic realism in Iraq, Bush, Gates, and the president-elect all seem sold– for now– on the idea that reliance on near-unilateral US militarism still seems the best policy in Afghanistan.
How long will it take– and the lives of how many more people?– before the different branches of government in Washington really understand that War truly is not the answer, in Afghanistan any more than in Iraq?
The US citizenry needs to step up our activism on this issue. We need to all work together to give militarism the shoe.

L. Rozen on Israelis in Kurdistan
Laura Rozen has a great new investigative piece at Mother Jones about the very lucrative business and security activities undertaken in post-2003 Kurdistan by former Israeli Mossad head “Danny” Yatom and his Israeli-US dual-national associate Shlomi Michaels.

Rozen describes Michaels thus,
- He was a former commando with Israel’s elite internal counterterrorism force, the Yamam; he had since become one of the middlemen who work the seams between the worlds of security, intelligence, and international business, along with a few more colorful sidelines including a private investigations/security business in Beverly Hills.. [H]is business partner was former Mossad head Danny Yatom. Before arriving in Washington, Michaels, a dual Israel-US citizen, ran a string of businesses in Beverly Hills… After 9/11 he left Los Angeles, alighting first in New York (where he taught counterterrorism for a semester at Columbia University) and then in DC, where he would soon launch a lucrative venture to cash in on the Iraq War and its aftermath.
Here were some of his activities:
- He helped introduce information in Washington that the United Nations’ Iraq oil-for-food scheme was riddled with corruption—a matter that became a key GOP talking point for promoting the war. Later Michaels helped the Kurds find Washington lobbyists (Rogers’ BGR) who would make the case that Kurdistan was owed some $4 billion in oil-for-food back payments. In June 2004, during his last days in Iraq, US Iraq proconsul Paul Bremer sent three US military helicopters loaded with $1.4 billion in 100-dollar bills to Kurdistan, according to the Los Angeles Times. The money helped finance Kurdish infrastructure and development contracts that Michaels and his business partners then contracted with the Kurdish government to build and secure…
One Michaels/Yatom joint venture, Kudo AG (short for Kurdish Development Organization), registered in Switzerland, won a major contract to serve as the Kurdish government’s general contractor for the $300 million project to rebuild Irbil’s Hawler International Airport. According to an associate familiar with Michaels’ Kurdish ventures, the deal was structured such that Kudo (a joint venture between Michaels and Yatom and their Kurdish associate representing one of Kurdistan’s two ruling parties) was to get paid 20 percent of every contract awarded in the airport project. Though it’s not clear how much Kudo was ultimately paid, that ratio would have made its contract worth roughly $60 million. (Michaels declined to comment for this story.)
Michaels also won a smaller contract with the Kurdish Minister of Interior to provide counterterrorism training and equipment; in 2004, Michaels brought several dozen Israeli ex-security officials as well as bomb-sniffing dogs, secure communications equipment, and other military gear into a camp in northern Iraq.
As Rozen tells it, Michaels and Yatom had some plans that didn’t work out. One was a 2004 offer to sell some alleged “evidence” about Saddam’s former WMD programs to the CIA for $1 million. The CIA, very sensibly, didn’t buy. Also, the two men’s plan to provide security services to the Kurdish Regional Government had to be curtailed after Turkey raised complaints– and the Israeli security services suddenly (a little late in the day?) ‘discovered’ laws that forbade Israeli nationals from entering Iraq Iraq without explicit permission or from dealing in defense equipment without the requisite license…
