1. Well now it seems that Iraqi politicians are saying what you said about the 2/3rd requirement:

   This isn’t meant to detract from you, but if indeed you were the first or one among few; it does show a disturbing lack in our so called information society. At least in retrospect the problem seems obvious and we’ve had thousands upon thousands commenting.
   As an aside it is good to keep in mind tat a huge proprtion of the world is moving to instant communication. There are something like a billion cell phones out there, increasingly becoming net capable along with internet cafes in most countries.
   The danger of this is the same kind of problem people were warning about with newspapers over a century ago, too much focus on the immediate, not enough delving deeply. One thing we should do is spend some net time (at least a few days a week) trying to study a few things more deeply.
   In terms of new technology and the third world the archives of timbukto chronicles are well worth a few hours.

   While the original Bangladesh version does not take donations, the US and Australian attempts to extend the model are perhaps worthy places for ones charitible dollars.

2. The deadlock due to the 2/3 majority is getting more attention now. The Washington Post has two interesting pieces on the subject today :
   Anthony Shadid has written a report from Najaf “Political Impasse Alarms Shiite Clergy”. He shows how ayatollahs concerned by the delay may support large street protests.
   Jim Hoagland in his last editorial analyses the recent US strategy and questions it. He calls for more US intervention in the process. Mmm I’m not sure that the US is not acting behind the scene.. I think that the comeback of Allawi in the equation and the staunch secular exigences of the Kurds are pushed by the US. That is, the gridlock is created by the US, who hopes to stop the new Shiites/clergy power. The 2/3 majority rule appears more and more as a tool introduced by the US in order to prevent the creation of Shiite theocracy in Iraq.
   As I write this, an AP wire announces that finally a speaker could be named. But they do still have to choose a President; the deadlock hasn’t yet disappeared.
